Location: Port-au-Prince, Haiti
Program Description: As part of a new strategic planning undertaken in 2006-07, AFSC Latin America and Caribbean Regional work will focus on the challenges of urban insecurity in four sub-regions – Mexico and Central America, Caribbean, Andes, and Southern Cone/Brazil. AFSC-LAC will use a conflict transformation framework and methodology, in partnership with local organizations, for building broad coalitions for systemic policy change leading to increased citizen security.
AFSC has had a country-office in Haiti since 1989 working on a rural integrated community development program focused on community health and economic projects. In 2008, the rural development work will be in its last phase of devolution. AFSC LAC will explore new work in urban Haiti that will build social capital and improve human security. The pilot work in Haiti will focus on developing a conceptual framework and facilitate transparent and participatory processes for collaborative multi-stakeholder efforts to enhance conflict transformation methodologies.
Summary of Responsibilities: The Country Representative is responsible for the overall management and program direction, legal obligations, reporting, and stewardship of all AFSC resources. The Representative serves as official representative of the AFSC; manages contacts in Haiti with government ministries, UN agencies, and local and international NGOs. Reports to Regional Director for Latin America and Caribbean; supervise Haiti Program staff; consult and collaborate with Philadelphia based staff and others as appropriate.
Program Management
1. Plan, develop and provide overall management and coordination for AFSC’s program in Haiti, working collaboratively with local staff and partners, and in close consultation with the Latin America and Caribbean Regional Director and program staff in Philadelphia.
2. Oversee the devolution process of the AFSC Haiti Community Health Program and the Haiti Economic Projects.
3. Develop and implement country program plans for Haiti based on LAC strategic plan in close consultation with LAC Regional Director.
4. Participate in regional strategic planning activities and other joint planning and program review meetings as required.
5. Contributes to organizational learning.
6. Prepare annual and semi-annual narrative reports, reports to appropriate Haitian authorities and regular correspondence and written reports to the Latin America and Caribbean Regional Director.
Representation and Networking
7. Develop, strengthen, and expand AFSC contacts in Haiti. Articulate AFSC’s basic philosophical and faith-based commitments as appropriate, including the organization’s commitment to a nonviolent approach to conflict and long-term strategy for peace-building.
8. Establish and strengthen institutional relationship and partnerships with Haitian institutions, government ministries, international NGOs, coordinating bodies, and UN agency officials. Develop familiarity with government urban security plans, peace-building, relief, and development plans and with the work of other INGOs. Participate in INGO coordinating meetings as appropriate and relevant.
9. Provide to LAC Regional Director timely information on changes in the national/regional context or program locations that affect AFSC work.
Fiscal Management
10. Ensure sound fiscal management of supervised programs including oversight of budgeting and accounting procedures defined by AFSC and donor partners; preparation and timely processing of monthly financial reports; oversight of contracts, equipment and materials.
Administration and Supervision
11. Develop country-relevant personnel and administrative policies and procedures; establish salary structure and benefits; oversee registration of the offices with government agencies as needed, consistent with AFSC guidelines and in consultation with LAC Regional Director.
12. Recruit, hire, and supervise national staff, including staff development, performance planning and review. Ensure that all staff are familiar with and work toward the long-term vision and strategic goals of AFSC and incorporate the organization’s values and principles in their work.
13. Following the guidelines of AFSC’s security policies, develop security protocol, manage emergency situations as they arise, and make recommendations to the LAC Regional Director regarding security and emergency response.
Relations with Development Department
14. In cooperation with the LAC Regional Director, LAC Philadelphia Office, International Programs Central Unit, and the Development Department, contribute to the planning and implementation of fundraising and communication strategies including preparation of materials, periodic donor visits/speaking tours in Haiti, U.S. and Europe as agreed upon.
15. Primary contact with donor agencies outside of Haiti is the responsibility of the Philadelphia-based fundraiser for international programs. However, Country Representative is frequently required to oversee and coordinate visits to Haiti by representatives of donor agencies. The country representative is responsible for seeing that information is gathered and reports are prepared to support applications for funds and to report on the use of funds to the donor agencies and that accounts are kept in a way that permits ready identification of the use of funds from specific sources.
Qualifications:
1. Commitment to Quaker values and testimonies. Understanding of and compatibility with the principles and philosophy of the American Friends Service Committee including nonviolence and the belief in the intrinsic worth of every individual.
2. Understanding of and commitment to the principles, concerns, and considerations of AFSC in regard to issues of race, class, nationality, religion, age, gender and sexual orientation, and disabilities. Demonstrated ability to work and communicate with diverse staff.
3. University degree, preferably Masters level or above in international development. Expertise in fields related to urban studies, human security and social cohesion, and conflict transformation desirable.
4. Minimum of 5 years of experience in international positions, with increasing responsibility managing country programs, ideally with an emphasis on urban planning and policy development. Demonstrated experience in strategic thinking, fundraising, grant writing, program planning and implementation.
5. Demonstrated administrative ability, including experience with staff supervision, financial management, narrative and financial reporting, and budgeting.
6. Understanding of macroeconomic and political developments in the world and the ability to interpret their impact within the context of regional issues and concerns. Living and working experience abroad. Interest in, respect for, and some knowledge of the cultures of the Caribbean.
7. Demonstrated analytical and communications skills; fluency in spoken and written English, and French. Knowledge of Creole and ability to communicate in Spanish desirable.
8. Experience with peace-building, conflict transformation programs, and nonviolent approaches to problem solving highly desirable.
9. Ability to work independently in an unstructured setting and program, yet within a framework of long-distance communication, consultation, and decision making.
10. Ability to cope in situations of high risk and in compliance with security measures, to work under pressure, and to organize time effectively.
11. Computer skills (PC/Windows), particularly in word processing, spreadsheet and database applications (MS Office), and e-mail.
Period of Appointment: A period not to exceed five years with a 6 month probationary period in the first year.
