Zambia suffers from political stalemate between the ruling party, the Movement for Multi-Party Democracy, and the opposition parties. This has crowded out the urgent development needs of the country's population of over 10 million, a quarter of whom are living with HIV/AIDS and more than 60% in abject poverty. Initial UN reports on prospects for achieving the Millennium Development Goals in Zambia confirm the daunting scale of the task.

Zambia has declared HIV/AIDS a national emergency to drive HIV/AIDS treatment and prevention scale-up efforts and to start producing generic AIDS drugs locally. The emergency will be in force from August 2004 to July 2009 and local drugs manufacturers will be allowed to produce more affordable life-prolonging antiretroviral drugs for people living with HIV/AIDS in the country.
