Amid growing internal and international pressure, including that from Brazil — which heads the United Nations peacekeeping mission in the country — authorities resolved to override electoral law and regard blank ballot papers as invalid, rather than valid, votes. The move was an effort to end several days of uncertainty and to calm fears of political violence that a second round could have heralded. As a result, percentages were altered and Préval secured 51.5 percent of the valid votes cast.
