Since Sunday 19 the Zapatista National Liberation Army (EZLN) has been on general red alert with EZLN troops called into the mountains of Chiapas, and Zapatista communities advised to flee by their Juntas de Buen Gobierno (Governing Councils), amid fears that war in Chiapas is likely to resume. In the past five years, Latin America and the Caribbean have continued to advance in the fight against hunger, to improve gender equity in education and access to drinking water, and to reduce infant mortality, but the region continues to lag behind in meeting some of the Millennium goals, such as halving extreme poverty, making primary education universal, and turning around the decline in the environment.

Mexico's Zapatista rebel group is ready to take "a new step in the struggle" and consult with members on the future of its 11-year fight for Indian rights, leader Subcomandante Marcos said on Tuesday.

The reason for this general Red Alert is that the Clandestine Revolutionary Indigenous Committee - General Command of the EZLN has called to consulta their insurgent troops, all their comandantes and comandantas, regional and local responsables and their support bases.

For 200 years Latin America has been formulating projects that have universal underpinnings. The revolutionary wars fought for independence between 1808 and 1824 put forth a new Nation-State ideology expressed in the writings of Bolivar and others. At the end of that century, Jose Marti put forth a new set of ideas addressing social issues. In the mid XX Century the “Latino-americanists” strived with no avail towards industrial development trying to gear the continent’s future towards economic growth through import-substitution polices.
